Strategic Operations Lead (OPNAV N95 Front Office)
Washington, DC
Currently seeking a mission-driven Strategic Operations Lead / Chief of Staff to support the Director of Expeditionary Warfare (OPNAV N95). This is a high-visibility role requiring a rare blend of technical depth in amphibious ship design and the executive "soft skills" needed to navigate the Pentagon, the Navy Yard, and the White House.
As the primary liaison for the Admiral, you will be the bridge between science and technology (S&T) initiatives and real-world fleet requirements. You will manage the "rhythm of the office," ensuring that data calls are precise, priorities are clear, and resource sponsors are aligned to deliver the next generation of amphibious capability.
Core Responsibilities
Executive Support: Work directly with the Admiral to set daily priorities, manage the front-office flow, and ensure office deliverables meet the highest standards of accuracy and tone.
Resource Liaison: Serve as the primary point of contact for Resource Sponsors; navigate the complexities of N95 requirements to ensure program stability.
Strategic Execution: Manage the "running down" of complex data calls across various commands (NAVSEA, PEO Ships, USMC) to support Congressional testimony and budget exhibits.
Program Oversight: Focus specifically on the LPD 17 and LHA programs, including modernization, new construction, and the integration of emerging ship-to-shore technologies.
S&T Integration: Identify and track Science & Technology opportunities that can be transitioned into the amphibious portfolio to enhance expeditionary lethality.
Specific Areas of Focus
Amphibious Portfolio: Deep understanding of LPD 17 Flight I/II, LHA(R), and the future of Expeditionary Sea Bases (ESB).
Acquisition & Requirements: Expertise in generating and reviewing JCIDS documents, SEPs, TEMPs, and Acquisition Strategies for ACAT I/II programs.
Technical Comprehension: Working knowledge of ship design drivers, including power/energy fundamentals and systems engineering flows relevant to large-deck and well-deck operations.
Requirements & Qualifications
Experience: 15–20+ years of combined U.S. Navy support (Military + Civilian).
Education: Completed Bachelors Degree
N95 Expertise: Direct experience with N95 Resource Sponsors and specific expertise in Amphibious Warfare (LPD/LHA) is mandatory.
Acquisition Credentials: Demonstrated experience at NAVSEA, PEO Ships, OPNAV N9, or ASN(RD&A).
Clearance: Active Secret clearance required
Presence: Ability to work 100% onsite at the Navy Yard, although 1 remote day each week is acceptable.
Personal Qualities
The "Translator": You can seamlessly translate between engineering specs, budget constraints, and fleet operational needs.
Executive Presence: Comfortable briefing Admirals and Senior Executives without ego; you are mission-focused and "steady at the helm."
Ownership Mindset: You don't just identify problems; you run them to ground. You are reliable, calm under pressure, and have a high degree of integrity.
