Currently seeking an experienced FSO/CPSO to partner long term with a solid 30 year+ company, a leading developer of laser and electro-optic systems for the aerospace community, with key contributions to lasers for atmospheric sensing, laser communications, and lidar sensors for NASA, DoD, and commercial customers.
Overview: The Facility Security Officer (FSO)/Contract Program Security Officer (CPSO) will maintain Industrial, Special Access Program and SCI Program Security responsibilities for 150+ cleared and (50+ uncleared)personnel, providing support to various government customers. This position supports activities across the company.
FSO Duties: Support daily security operations and enforce compliance with all government regulations and requirements to ensure the facility is operating in accordance with the 32 CFR Part 117 (aka National Industrial Security Program Operating Manual (NISPOM).
CPSO Duties: Administer routine aspects of Industrial Security Programs and support Special Access Programs and SCI Programs in compliance with 32 CFR Part 117, DoDM 5205.07 and DoDM 5105.21 Volumes and other applicable government security directives. This position will require routine interface with all levels of management and government customers.
Essential Job Duties:
Develop, implement, and administer security plans, programs, and policies for the program/project personnel and facilities. Manage 32 CFR Part 117, DoDM 5205 series, DoDM 5105 series, and ICD related Program Security requirements to include physical, information, and personnel matters.
Maintain compliance with the US Government security regulations and directives. Participate in compliance assessment reviews and perform self-inspections to ensure compliance with government and company regulations/requirements.
Identify deficiencies and recommend corrective action.
Perform physical security duties and responsibilities for new and established facilities (e.g., complete fixed/closed facility checklists/survey areas) to ensure compliance with company and government regulations/requirements.
Perform all Personnel Security activities/processes to assist in obtaining and maintaining individual security clearances/accesses. Maintain personnel security database. Conduct inquires for security incidents, investigate and report security violations and incident reports and ensure compliance with Government and company regulations/requirements.
Perform all required functions for proper personnel badging and/or CAC access at work locations.
Develop, implement, and administer a dynamic security education program to include employee security in-briefings, debriefings, exit interviews, refresher briefings, annual security awareness training and OPSEC program requirements in accordance with appropriate government guidelines and manuals for program personnel. Perform indoctrination briefings for newly assigned personnel instructing individuals on the sensitivity of program information, requirements for safeguarding program documentation and facility security policies.
Prepare, review, and submit PIA's and PAR's.
Receive and review DD254’s and coordinate with appropriate government customers and prime contractors as necessary.
Prepare, review, and issue DD254’s for subcontractors as necessary. Manage subcontracts to ensure security compliance with government regulations/requirements.
Maintain classified accountability program, oversee secure storage and workspaces for customers and company, conduct inventory of accountable classified material. Ensure all classified materials held are compliant with the regulations and directives which govern marking, handling, controlling, removing, transporting, sanitizing, reusing, and destroying classified information and equipment containing classified information.
Maintain COMSEC and COMSEC accountability.
Provide security support to all cleared employees, consultants, and approved visitors.
Maintain the Insider Threat Program and administer Insider Threat Training.
Develop solutions to program challenges. Resolve other related program Security issues.
Perform all security related general clerical duties
Qualifications:
Bachelor’s degree (or equivalent experience) and 7+ years’ direct related experience with DoD Industrial Security.
Must have current and active Top Secret/SCI and SAP experience.
Requires completion of FSO Program Management for Possessing Facilities Curriculum.
Requires strong understanding of physical security requirements and management of secure facilities.
Requires ability to develop, implement and maintain a multi-disciplined security program for complex, major acquisition programs.
Requires thorough understanding and working knowledge of 32 CFR Part 117, DoDM 5205 series, DoDM 5105.21 series and lCD security standards.
Requires thorough understanding and working knowledge of OPSEC, personnel, industrial, physical and Information Security principles.
Requires thorough understanding and working knowledge of DD-254 Implementation Requirements
Demonstrated positive working relationship with internal and external customers, verifiable via references
Knowledge of MS Office suite software including Outlook, Word, Excel, PowerPoint and Access.
Proficient with DISS, NISS, EPSQ/e-Qip, SWFT, ACCS and DIAS. Ability to become proficient with any new Government created security software or system.
